is there any chance the sultana could make a pardon ?..the shops are hardy used , there's just too few citizens... at least these players are paying rent and bringing rp and trade into the city... not that i would go against her wishes ...ever, but could she make exceptions in the right circumstances...

I sent a notice out. If someone is from another group and doesn't want to become a citizen, then he or she has to ask for a special permission from the citizen leader. The reason is that citizens should always be preferred as owners of store, but if the stores are empty and the citizen leader wants to grant exceptions, then it is fine too ...
