At Saffron City inside a surfboard marketplace.You can go to Saffron when you have the Soul Badge
of Fuchsia gym.How to use:
There are places where you can surf like fishing spots, lakes, and the sea.
Just go next the water and click on wind surfboard item, then move to the water to surf on it.To disable the wind surfboard, go walk on terrain and with a few steps you're free.
Note:
• You will encounter Pokemon that your fishing level allows, but you will NOT recieve fishing xp
• You can surf even in the deep sea (dark water).
