The project began by underlining four of the key challenges in bridging the divide between the research and policy communities. The first challenge relates to the tensions between specialised research expertise and democratically conditioned knowledge. There is a concern that scientific research is too diluted by the time it reaches policy-makers, and does not convey research in its ‘purest’ form. The result is that policy makers do not have the appropriate information to make informed decisions. A second challenge lies in the divide between researchers engaged in policy-making processes (‘citizen scientists’) and those that do not because it is seen to jeopardise their objectivity. It is argued that un-communicated research leaves a ‘vacuum’ that that is then occupied by politically motivated groups that face little credible opposition. Thirdly, the incentives and time structures that policy-makers and researchers work to differ. Policy-makers have tight deadlines, and are often in search of short-term tangible results, while researchers don’t have the same time constraints and are not closely integrated into the policy cycle. This means that policy-makers also find it difficult to track advances in scientific thinking and research.
